I'm going to be brewing a recipe that calls for rice extract. All that was available locally is something called rice syrup solids. Is there a conversion from one to the other for using in a recipe? And how do I enter it in ProMash? How do I know it's impact on FG?

Rice syrup solids are essentially the rice version of dried malt extract, which is probably why your recipe is referring to it as "rice extract."  Six of one, half dozen of another.  No conversion necessary.
